Firefighter Background Check Misses Child Sex Charge
Platteville F.D. Vows Changes In Wake Of Discovery
The Platteville, Colo, Fire Department vows changes after it learned a
firefighter was a registered sex offender who failed to report in Weld County.
Ryan Kinnison, 26, was fired last month when Platteville Fire Chief West Scott
learned Kinnison had been convicted of third-degree sexual assault on a child in
1998.
Background checks on Kinnison were conducted before he started as a volunteer
firefighter, but the statewide checks didn't cover Kinnison's conviction in
Nebraska.
A retired firefighter saw Kinnison's picture on the Weld sex offender registry
Web site and notified Scott.
The fire chief asked Kinnison about the charges and he said they stemmed from an
incident when he was 17 and was dating a girl who was 16 and her parents pressed
charges.
Records at the Lancaster County, Neb., sheriff's office indicate Kinnison
pleaded guilty to molesting two boys -- one more than 10 times. Kinnison would
have been 18 or 19 at the time.
Kinnison was terminated from the Platteville Fire Department for lying about his
criminal record.
The department had no complaints about his conduct while working as a
Platteville firefighter and he was among a group of firefighters who
participated in the department's annual haunted house for children.
Scott said that as a result of the failure of current background check
procedures to find Kinnison's sex-crime record, the department will look at
including national background checks on volunteer firefighter applicants.
